"Yes!!! Only after hundreds of eggs and 100+ captures later I have gotten these magnificent bastards of 90+ IV Dragonites."
Now for all of you who don't know me in real life, I will say that I have been playing Pokemon Go since it was first released to Beta and have been on the competitive side of the game since then. I know I know, some of you are probably screaming, "it doesn't have to be competitive, its a game made for you to have fun and make friends." Well, let's be honest here with games that have repetitive "chores" are played over and over again you get bored fairly quick, and competition makes you want to earn personal achievements and feel good medals for yourself. Also, they implemented gyms for that reason.
Yes, I'm Instinct so haters gonna hate. Also, those are gyms if you only see the game to catch these "characters".
Why am I talking about competition? Well the topic of IVs of course. Since you see, when you are going competitive you are going for the best of the best. The cream of the crop and by that I mean the perfect IVs, move set, and Pokemon; to be a damn Pokemon master who no one ever was.
"But JARPO, doesn't IVs add only +1-15 points to each of your stats?"
You're F'in right it does Timmy, which means depending on your pokemon it'll do an extra dmg or more health or less damage. Which makes sense if Niantic had already implemented PvP. Because when you want to win, an extra 1 hp makes a lot of difference in competition. Aren't you tired of that damn Pokemon trainer who uses "Focus band" and just whoops your ass with one HP left and makes you feel like you just got anally molested by a Dugtrio in the Safari Zone behind the bushes!? Well I know wouldn't want that to happen to me.
What am I trying to get at is this, NO, IVS DON'T MATTER AT THE MOMENT unless you are getting ready for PvP and be competitive. However, what really matters are MOVE SETS, Why? you ask. Well its very simple, its because Gyms are the only things currently available for you to do any form of competition. IVs aren't going to matter, its all about how fast you can defeat the defending Pokemon with a fast arsenal of Moves. Well, here's a video of field testing IV stats between low IV and High IV.

"IVs only help a little, just a little bit."
So, when it comes to Move Set an Extra +15 isn't going to do much with someone attacking with a fast attacking Pokemon. Meaning a Dragonite with Dragon Breathe would do more substantial amount of damage over time in comparison to a Dragonite that knows Steel Wing. So if you want to take out gyms quicker and have a better chance at doing so, an extra +15 on your attack, defense, and stamina isn't going to do much.
SO DON'T WORRY ABOUT IVS, JUST GO FOR MOVE SETS, and remember you're Just Another Random Person Online so get catching and be the very best Pokemon Master out there.
